Nuclear arsenals at this point were relatively small Hiroshima sized fission-weapons. Stockpiles and delivery systems were still underdeveloped. With the advent of the Hydrogen 'Super-bombs' - civil defense officials seemed to drop the emphasis on raincoats and a nice warm bath.
