Looks like a jail to hold Superman! Wrong! It will be the Control/ Command center for an underground missile site. Notice it's at the bottom of a big hole in the ground. Much easier to build and bury than tunnel. You can see the huge interlocking blast doors that will seal off the space. In the lower picture they are under the box structure which is part of the entryway. The solid tubular steel is ribar (Reinforcing Bar). It is the reinforcement in 'reinforced concrete'.
Saying reinforced three times makes my mouth feel funny!
